Our client, The Institute of Certified Public Accountants of Kenya (ICPAK) is the professional organization for Certified Public Accountants in Kenya established in 1978 and draws its mandate from the Accountants Act No. 15 of 2008 (which repealed Accountants Act Cap 531 of 1977). Since then, ICPAK has been dedicated to development and regulation of the accountancy profession in Kenya so as to enhance its contribution and that of its members to national economic growth and development. In its endeavor on institutional strengthening, ICPAK is seeking to recruit dynamic, self-driven and results oriented individual to fit in a team that will propel it to a World Class Professional Accountancy Institute.
Job Profile:
Reporting to the Chief Executive Officer, the job holder is responsible for the provision of leadership, implementation of strategies, policies, and procedures in the licensing, registration and the regulation role of the Institute. He/ she will spearhead the implementation of rules and regulations governing member categories i.e., Associates, full members, practicing members, overseas members, retired members and accountant trainees as well as being in charge of the issuance and renewal of practicing certificates and quality review of practice firms and members.
The Director Regulation, Licensing & Compliance will also monitor the regulatory environment and bring to the attention of relevant standards, laws and regulations that may impact on the Institute and its members as well as support the Disciplinary Committee to carry out Investigation and disciplinary services in respect of cases involving members and auditing firms.
Specific Duties and Responsibilities:
- Facilitate the licensing of accountancy practicing firms and registration of members.
- Ensuring the adoption and compliance to standards and other rules and regulations issued by ICPAK, the government and other regulatory institutions.
- Monitor compliance to local and international accountancy standards
- Undertaking review of audit firms and ensuring compliance with appropriate quality standards of firm practice.
- Undertaking various strategies to strengthen the quality of audit firms and auditing practices in general including development of practice guides and tools among others.
- Development of licensing / registration requirements and regulations
- Development and implementation of rules and regulations governing member categories i.e., Associates, full members, practicing members, overseas members, retired members etc.
- Renewal of practicing certificates
- Monitoring and ensuring compliance with any obligations arising from the IASB and PAFA.
- Monitor the regulatory environment and bring to the attention of relevant standards, laws and regulations that may impact on the Institute and its members.
- Investigation and disciplinary services in respect of cases involving members and auditing firms.
- Monitoring the implementation of code of ethics and advising on training needs required from the code of ethics
- Any other tasks as may be assigned from time to time
Person Specifications:
For appointment as the Director – Regulation Licensing & Compliance, a person must possess the following qualifications:
- Be a citizen of Kenya;
- Meet the requirements of Chapter Six of the Constitution;
- Must be a holder of a Bachelor’s degree in Accounting, Finance, Economics, Audit or Business Administration from a recognized
- Must be a holder of a CPA (K) certificate and a member of ICPAK in good standing.
- Kenya Certificate of Secondary Education (K.C.S.E.) or its equivalent from a recognized institution;
- Must be in possession of a Master’s degree in any of the following disciplines: Accounting, Finance, Economics, Audit, Business Administration, or an equivalent qualification from a recognized institution;
- Minimum relevant work experience of twelve (12) years, four (4) of which should have been at the level of a Senior Manager or a comparable position in a reputable organization in audit, quality review, regulatory compliance and licensing;
- Must demonstrate experience of supervising multiple streams of work and a department, team or unit of not less than 10 staff;
- Thorough knowledge of all the subsets of the profession including pertinent emerging issues within the profession and other related areas;
- Knowledge and demonstrable experience on key integrity and governance issues affecting the nation;
- Leadership, Governance or Management Training lasting not less than six (6) weeks from a recognized institution attained within the last two (2) years

Terms of Service:
The successful candidate will be appointed for a four (4) year term and will be eligible for renewal of term upon successful performance appraisal in line with the Institute’s HR Policy. A competitive remuneration package will be offered in line with the terms of service for ICPAK Staff.
